quick user find still appears on main index in admin cp even if admin doesn't have permission to do search. see attached.

Other quick user find bug
When I try search user with non-English nick, I see Internal Server Error.

Yes.

I tested the above 'тест'
It worked fine, without any problems and displayed 'No users' message.

You have registered user with nickname 'тест'? I have. And after this I see Internal Server Error.
Running vB3 on WinXP PRO, Apache 2.0.46, php 4.3.2 (without GD), mySQL 4.0.13.

I tried registering that user on my forums, I got the following error:
In order to be able to post messages on the Game Wizards forums, you must first register. The following errors occurred during your registration:
Semi-colons are not allowed in usernames.I entered the following username: 'тест'
It came back as: 'B5AB'

I tried registering that user on my forums, I got the following error:
It came back as: 'B5AB' What charset you have for your forum? I have Win-1251.

I fixed the "quick search box appearing when it shouldn't" bug, but I can't reproduce the issue with Russian characters (actually, they're unicode). Although I did discover an unrelated unicode glitch that I need to discuss with Kier.
