1. Create a new language and set the encoding appropriately.

2. Set the appropriate bit field in the user profile using a query.

ok, i have changed encoding to my own by editing the stlye, it changes the forum pages to my own charset but doesn't effect admincp...

I believe the Admin CP has its own style sets in \cpstyles

For changing charset for ACP & MCP, need edit includes/admin_functions.php :)
