You won't get notification for your own posts. If you are online and someone posts, you won't get notification either.

Also notifications, are sent out in batches on this site to conserve resources.

It does work fine here, check your setting, check the CP for subscribed threads/forums. Maybe you accidentally unsubscribed yourself?
