Is there a tour, list of functions and server/script requirements that I can use to show vBulletin to the folks who hold the purse strings?

http://www.vbulletin.com/admindemo/ for a view of the forum, you can access the admin panel by using the username: admin and password: admin.

For server requirements you require PHP 3.0.16 and above though the latest version is ideal 4.3.1 and MySQL 3.23.x is good but again MySQL 4.0.12 being the latest.

I'm specifically interested in adding a digest functionality - a summary of new posts gets automatically emailed to a subscriber list. (procmail, SmartList)

this isn't available in vB2 but is a feature of vB3.

in vB2 you will get an email every time a new post is made, in vB3 you will recieve an email every 24 hours with a list of all new posts and the thread titlie.

I see also now the thread description drop down option to get weekly updates. Specifically, I start a thread that a group of 30 have to review and have the option to comment on during a voting period. The whole 30 should get an automatic email when I post. And then a summary of everyone's posts at the end of the week.

However we also have about 25 forums total - and the group as a whole (about 200 people) should get a summary of all new posts in that week.

Is this possible with vBulletin?

I think also this interface is busy for some of our less savvy users. Is there a scaled down interface?
