Moderators... Group and List

I've been reading on this and I've seen this question similar to this alot alot and threads and I have no really seen a clear cut answer so I will ask it as best I can to get an exact answer.

There are 2 types of moderators.
-Forum Moderators (the ones you see listed on the front page)
-Moderators (usergroups)

What is the real difference between these 2 and the permissions?

Can you make someone a moderator so that they the only ones that can make new threads without putting their usergroup as Moderators?

This is exactly what I'm wondering. You can't say I didn't search the forums first. I don't understand the difference here. Are members of the usergroup moderators over all forums?

Mods (user group) has whatever permissions you've given this user group.

Mods that are added to the forums can have their individual permissions changed via the Forums & Moderators section of the Admin CP.
