I would just like to know if theres any reason i should spend an extra 80$ to get the owned licence? like Features etc.
I know you get access to VB.org and the Members section but is that it?

The only difference in the licenses is when they expire and renewal fees.

The Leased ($85) has to be renewed every year for an additional $85 if you wish to continue using vBulletin.
The Owned ($160) can be used forever, and after the first year you will need to pay an additional $30 annually, IF you want to download updated versions.
If you do not renew, you will still get support and access to vB.org.
Both licenses allow to easily transfer the license to another site for the life of license (1 year or forever).

ok thats thats all...whats so special about this member area? just download updates and easy transfer of sites?

Without access to the Members Area you can't download the software.

It's also a quick way to get priority support through the ticket system.

yes i under stande the download thing, but its just a support area? and im paying 160$ us for it....hmmm

You still get support for an owned license, even after your access to the download area expires.

Just to make sure it doesn't confuse you :)
Leased license:
You are allowed to run the vBulletin software on your web site for 1 year. After this year, you either have to remove it from your web site, or renew the license for another year (or upgrade to owned license) Access to the members area will be available, but access to the download section in this members area will be removed, untill the license is renewed or upgraded.
Owned License
This allows you to run vBulletin on your web site for ever. No need to renew access after one year.
You get one year of free access to the download section of the members area where you can get updates and upgrades (including new versions!). After this free year has expired, it is optional to renew it. This renewal fee is cheaper then the renewal fee for a leased license. You can renew at any given time, it doesn't have to be in the first day after it expired.

I sais need to pay the renewal IF you want to contiue downloading new versions. I stated it with a capitalized IF and said that if you don't pay it you can still use the software and get support.
