vBulletin hasn't had this feature since spellcheck.net stopped offering their free service more than a year ago.
There are some spellcheck hacks available at vbulletin.org.

In my ACP it has the option of using a spellchecker? Is their plans to include one later on?

I came here to ask the same question. I just got my board up and running yesterday but couldn't figure out the spell checker.
So there is no spell checker then? Any ideas on how to add one if not?
Thanks.
By the way, I wasn't sure where to put this comment but I have to say that I just love vbulletin board!!! It's top shelf for sure. Visitors to my site are very impressed with it too. I bought the permanent license and very glad I did. :)

there are "hacks" to add a spell checker - go over to vbulletin.org and check there. However most of them require you to have aspell on your server and if its anything like mine they will charge you upto $100 to install this free s/w
