I'm affraid I already know the answer to this question but I'll ask it anyway.
Is it possilbe to just restore the user information such as CP settings, password, all settings that have to do with the user and all there post from a dump file into a new database?

You would need to restore the user and userfield tables. However this may cause errors in other parts of the database that are dependent on those tables and their information.

Could i run a upgrade script for a newer version of vb to repair that?

The repair script hasn't changes for many versions. And honestly I have no idea if it would fix any problems resulting from this or not.
