New here! Database error help pls.

Well i'm on my 2nd day of runnin' vbulletin and I got a mysql 1040 error. Too many connections! Can someone please help me to fix this error. This is my first forum i'm running and I am totally clueless. Can you please post a step by step procedure on how to fix this. Thanks in advance.
