error: either not an administrator or not logged in

when trying to access my control panbel i get the above error and this happens even after i have logged in. this is the new one i have just set up so i can not understand why it is saying this as i just set myself up as the admin. Anyone know what the problem is or how i can bypass it?

Does this happen after you log into the forum or after you try to log into the control panel?

It will always ask you the first time you access the control panel in the current browser session.
