Multiple private forums

We want (say) 10 private forums

* Some users have access to one of these private forums - fine

* Some users need access to a mixture of these private forums - varies which ones on a user-to-user basis

How can a user be a member of multiple user groups?

Clearly, we don't want to set up "private forums squared" number of user groups!
