restore

I backed up my board using phpadmin but now i need to know how to restore it, cause the server it is on just keeps giving me an error and i cant access my board this is why i need to back it up and then up it somewhere else then delete my previous board.

The error i am getting when you go to the url of my board is Something to do with the password being ewrong, yet i use the password and access my php admin without dramas, does anyone hav enay idea what is going on there or how i can fix it, i have contacted my web host but still have no reply, ihave answered nearly 600 emails from ppl waiting for me to get my board back up and running so i really urgently need to get this to work, can anyone help please.

my main worry is getting my members in place if i start my site again on a new server, the only place or way i can see to do this is to copy and paste each member in manually but this is going to take forever to do with nearly 500 members. so is there another way is what i am saying, and telnetting doesnt seem to be working, im desperate for help here, i need to get my site back up and running cause i am losing money. so please if you can give me some help anything will do.

Oh just thought of this, what if i were to download everything in the current state from the server where my board was then re-up it to the new server?
Would that work?
