Average Server Loads

I've just installed new board - there are two members, me and another admin. We're still in the process of building the site, and it's in a directory where nobody can find it (unless they were really, really working at it).

I've read a little here and there about server loads, and I'm concerned with mine.

Whenever I'm on the avg server loads have ranged from 5.XX-9.XX. This is with just me on the boards, tweaking a .php file or changing a .gif file. Is this normal? Is this number a function of the resources of the server (eg, bigger server = smaller loads, all else being equal)?

I'm on VO with a V50 account at the moment.
