maybe you have a ad stopper program on? i have a program called spystopper on my computer, and i had to take it off of the list of blocked url's to get it to work again.

Could bej ust a pipe down between your ISP and PayPal...
Try and ping/tracert it... see if it goes through or not..

As for me...paypal is responding slow. Must be a pipe down somewhere. Eventually the pages open for me...but its slow and more than one page timed out.

Hmm... Can you guys visit any other SSL (https://) sites?
This happened to me sometime ago. Was a mere co-incidence in the end, but might be a pointer.
