Hey,
Before I go out and buy another vB license, is it ok to run a vBulletin on your computer which isnt accessible to the public and have a vBulletin that the public can view using 1 license??

A license allows you this:
1) To run vBulletin safely on one domain and can be viewable and accessed by the public
2) To run a vBulletin Test Forum (must be password protected.)
Judging by your diction, I'm assuming you are already a current license holder....

You can only run one set of vBulletin files per license. If both sites are going to be used for conversation, you would need another license.
If it's for testing purposes, and not available to the public, it would be fine.

Thats Correct.
Yeah, this forum will be a test forum which wont be accessible to anyone. It wont be uploaded to the internet- ran on my computer(once I install apache, MySQL and PHP that is)
