Making Announcements Private

Sorry, I did try to post this in "How Do I" forum, but didn't have access.

I was curious how to make Announcements in public forums viewable by only registered members. There doesn't seem to be many options for Announcments.

If that doesn't work, how about a "closed & sticky" normal post. Would there be an option for that to be viewable by only certain user groups?
