Peak Usage Prgram?

I am a member of sandbox.com and to have access to the website between like 12pm and 5pm I must pay $2.95/month. Anyone think its possible to make it to access a Vb forum during peak hours you must be a "peak usage" member?

I'm only looking to charge like a buck a month .. just to cover bandwidth during peak hours.
