There is no one "best host" but here's what I've dealt with:
Hosting Matters (http://www.turtletips.com/forums/showthread.php?s=&threadid=3613)
Discount Hosting (http://www.turtletips.com/forums/showthread.php?s=&threadid=805)
Other people on my site have posted reviews of FloHost (http://www.turtletips.com/forums/showthread.php?s=&threadid=893) and Brinkster (http://www.turtletips.com/forums/showthread.php?s=&threadid=1895) (they support ASP but I'm not sure about PHP)

Hosting matter seems pretty pricey 450 megs and 18 gigs for $350 a year

They're not that expensive...also as I said in the review you should be paying double that just for the support that they give. :)

They don't include your MySQL db size in the disk quota

are you kidding me? Where did you get that info?
My whole vB directory is under 10 megs.
MySQL db is a few megs. Over 14,000 posts and over 600 members.
I get over 25,000 hits per day (200-300 unique).

I've had very good luck with Zeon Host (http://www.zeonhost.com/) and Ventures Online (http://www.venturesonline.con/) for vB hosting. You should check them out for sure.

I've heard good things about VO as well, IMHO they're overpriced but everybody seems to have had a good experience with them.
