How to make a custom (static) page

I have a custom built page that has no dynamic content whatsoever that I want to lin from my members page (a customized member listing). I want it to show up using my header/foot and all that jazz and using the boards style sheet so it looks like it "fits"

Is there a .php file somewhere I could grab the code from and pop in my HTML for this to work?

Sorry if this is a dumb one...I have never tried this before.

I just used this, but I didn't want it permission based, so I removed that part. Sounds like you might want that though.
