For some reason, it looks like a totally hacked vBulletin, err, a vBulletin ripoff.

Now now, this is the pot calling the kettle black. Everyone took a stand in the vB/UBB debate regarding ripoffs, cloning, etc, and there's no reason to switch stances when a new board builds off the ideas of an existing one.

The creator of that board, however, doesn't have any immediate plans to go commercial, and might go more of the EZBoard/Oracle way before its released to the public.

Having seen the source, though, there is no vBulletin code used in it.
