1. Why was it discontinued?
2. If it's no longer being supported, would closing its support forum be logical?

It was discontinued for 2 main reasons:
1) It was giving an inaccurate picture of vBulletin out to potential customers. People were downloading it, seeing the forum and design based on vBulletin 1.1.x and deciding that vB wasn't for them without fully checking out the admin demo on the web site.
2) We actually found a couple of cases where vBuletin Lite worked on a server but vBulletin 2.2.x didn't - and the whole point of vB Lite is that it only works on your server if vB will as well.
At the moment we do not have the time or resources to dedicate to updating vB Lite to solve those problems, so it has been discontinued.
To answer your second question, yes that would seem the right thing for us to do but we'll have to wait for John to say why he didn't do that originally.

How about writing a simple script that tests the core PHP functions and DB permissions such as INSERT, SELECT, UPDATE, ALTER, DELETE FROM, etc. and use that as a test as to whether vB full would work?

That is the plan.
