Hi.. Although my page is supposed to be ideal, I keep receiving this message whenever I run index.php3, I get this message:
Warning: Can't connect to local MySQL server in admin/db_mysql.php3 on line 31
There seems to have been a slight problem with the database. Please try again by pressing the refresh button in your browser.
An E-Mail has been dispatched to our Technical Staff, who you can also contact if the problem persists.
We apologise for any inconvenience.
What seems to be the problem?

Why is that spam? It looks like a perfectly legitimate error message to me.

That doesn't look like spam - you have an error somewhere.

Your MySQL seems to be down. You either need to start it yourself or talk to your hosting people.

I just got this error at my board when the server was being slammed (about 130 active users). I resubmitted and it worked fine.
I lowered my mySQL connections the other day in my contuing effort to tweak my settings, so it's possible your connections are set too low like mine were.
