I love the user notes concept. I think it adds a ton to the community aspect of a forum. However, a few tweaks should be added to perfect it.
1) threads & posts - the user notes should function exactly the same as any other forum. anyone using a message board understands the thread/posts concept. the current usernotes is totally different. with threads/posts, a user could post questions or polls and other users could respond.
2) moderation/email notification - users could have the ability to edit, delete and moderate usernotes. these have potential to break down into ugly fights.
nice work!

 Usernotes is designed for admins to keep tabs on users. It is not for users to comment on each other? I just gave everyone access to it on the beta forum so that they could test it out for bugs.

Interesting. I've been thinking of/trying to hack in something like this for a long while...
The first place I saw the idea was on Bolt.com where everything revolves around your profile. They have added a ton of different features to the profile to allow members of the community to get to know each other and interact more with each other. One of these is called their tagbook. The tagbook is basically a mini-forum/guestbook where a user can ask a question in their profile, and people that swing by can answer it. It basically allows for semi-private conversations that may involve more people than just a private message, but have no other place on the forums (there are always tons of threads like this).
It's worth taking a look at. Go to http://www.bolt.com and click on the name of the member of the day to open the profile. From there, click on tagbook.
Anyway, I was going to hack it, but hated the concept of creating thousands of new forums and moderators, especially with vb2's permissions system nightmare. I was just about to hack it anyway as an offering to our paying premium customers when I swung by and saw that the beta of vb3 was out.
There has been a hack similar to this located here: http://www.vbulletin.org/forum/showthread.php?s=&threadid=36736
with the demo here:

The concept is simple and vb has all the tools to pull it off. I would likely think of opening up the usernotes to the public simply to make this happen. Take a look and let me know what you think.
