You set a custom style for that forum and edit the header template for that style to include your banner. I have two forums like that:
http://www.optiboard.com/forums/forumdisplay.php?s=&forumid=28
http://www.optiboard.com/forums/forumdisplay.php?s=&forumid=29

It's simple HTML. You can view the page source on my forums as a guide.

That's because mine is a custom template and no longer has the default vB logo. If all you want to do is replace the logo, then just replace the {titleimage} in the Replacement variables.

Try removing both instances of 'menu_background.gif' from the header template.
