at the top of the board, there is the line:

"Welcome to (username), our newest member"

I would like to be able to customize it to say things like:

"Welcome to (username), our newest junior member"
and /or
"Welcome to (username), our newest senior member"

and the definition of that member's status is the amount of their post - so I guess it would be something like member=100 posts in the code or something to determine which username is posted up - is there a way to do this?

It's possible, but you're going to end up with 2 full table scans on user which is quite slow.

I'd recommend posting this on vBulletin.org; it's not that hard to do.

You would need a hack for that. Place your request at vbulletin.org or see if a hack like this already exists.
