Anyone know exactly what this feature does?

It looks like it would send an email or PM to the moderator assigned to the forum.

Would like to know which it is though. Looks like it could be useful.

This is a GREAT feature !!!!!!
I was thinking to implement it by my own but won't need to :D

I think this feature will report a user comment about a particular thread. Of course, it will include the message ID and link, so the moderator will be able to reach it in a second.

Very usefull for active board where you can't read all the threads and want your user to report abuse and bad language.

Am I correct on the feature purpose ?

It's no biggie if it's not turned into an icon and moved, as it would be easy for individual webmasters to alter the postbit template and place the link/icon wherever they want it.

That's half the beauty of vBulletin :D

Yep, this is a great feature. and kier is right ... that grea tthing is that you can do anything you want with it.
