Abiltiy to rate individual posts by originator

I have a need to create a community forum structure and one of the primary things I would like to do is the following:

-User( originator) submits a question.
-Various people respond with solutions
-Originator then gets to rate each response individually for usefulness.

The goal is to use these ratings as a metric for an employees performance plan based on not just the number of posts he/she particpated in, but also the quality of the posts.

Do you know if this can be done or have you heard of any products with the ability? If not, we are going to have to develop our own system.

There's a thread rating system, but there's no way to allow ratings of individual posts. You would have to hack this in (see vBulletin.org).
