Shadow, blur text

I remember that i have seen an old post...with a guy that he share hez vB Codes. Well i have use the search option but...nothing found.

My questions :

How can i make a text with shadow & blur.

Also...how can i ad a button near the BOLD, ITALIC & UNDERLINE ?
