Hacks - yes, because the code is replaced.
Templates - no, there's no template changes. :)
Keep in mind 2.0 is probably 3 or so weeks away.

So would one just upload the new php files over the old ones?
Sorry if this is a dumb question, but I do not know.

Yes, as long as you were running the version 1.13 beta3. Otherwise you will need to run the upgrade.php script to update the database.
If you were running the 1.13beta3, then you can just delete the upgrade.php script. :)

Thanks for the replies everyone...
I have 2 hacks installed...
PM hack and Favourites hack...
Will these need to be recoded at all, or can I just re-add them once I have upgraded?
Cheers again,

I applied the upgrade by loading all the files in the upgrade package and went in to admin and ran upgrade.php. It tells me upgrade.phpo already exists and to delet it.
THe control panel says 1.1.4 but the cpoyright at the bottom of the forum still says 1.1.3. Do you just manually upgrade the copyright or did the upgrade not fully execute.

No, you have to run upgrade.php for that.
Log into the admin, then try running it.

When I try to get into admin with admin/index.php I get this exact message "upgrade.phtml exists. If you have already upgraded fully, please delete it. Otherwise, run it now."
I then click on the link for upgrade and the same screen comes up again.
Confused. Did I just run it?
It seems to me from Ed that I have to get into the admin to run it.

Delete upgrade.php, log in, reupload then run.
All this for a petty version number :)

I had the same problem using upgrade.php3. It says that upgrade.php3 is already installed, and to delete it, but the copyright notice has not changed. I deleted upgrade.php3, logged in again, reuploaded it, and ran it again, but nothing has changed. Any suggestions?
