I woult be usefull in some cases if you can define a set of flags per forum and you can flag a thread to one of these flags.
For example if you have a bugtracking forum (;)) you can define the following sets of flags for that forum:
Confirmed
Not a bug
Fixed
And someone with sufficient rights for that can flag a certain thread to a particular status.
Another example would be a programming forum, you'd have the following flags:
php
asp
jsp
cgi
etc....
and the user who starts the thread can flag it to one of the languages to define where the thread is about.
On top of that you would have a new right per usergroup if that usergroup can flag a thread. In that way you can manage whether original users can flag a thread allready when posting the thread (in the case of a programming forum) or whether a moderator only can flag a thread (in the case of the bugtracking forum)
