Well, users can choose the template (if you have allowed them to do so) if they choose to do so. They can switch them in their User Control Panel under Edit Options.

If you are asking for some kind of drop down menu on the forums homepage, that's a hack, I think, which can be found at http://vbulletin.org

What do you mean?

As in link to the page with the template you created? The same way as in any other link

But if you created a custom template, you will have to make a PHP page that parses that template.
