This is a problem where PHP cannot connect to the MySQL server. Check with your ISP that the MySQL server is always available and that there are no known problems.

What ISP are you using?

Is the MySQL running off your server? Whats the setup of your server? Do you know what the connection limit is set to on MySQL? Bumping up the limit probably will fix this.
