Request the ability to control my evil users by setting them to require moderation. This way I don't penalize the entire membership, just when someone makes a turn for the worse, I can throw them into the moderation box and check their messages before posted. Again, only on a per user basis, not per forum.

Definitely a good idea - this will hopefully make it's way into the next major release.
I believe there is a hack for this by wluke on vBulletin.org if you want a solution soon.

Great idea (2x) with my thoughts on how the back end might work
1. As soon as I load the /admin/ I see a link below the COPPA link with a count of users waiting for their posts review
2. Click this link and in the next screen I see all the user names and the number of posts waiting for moderation
3. Click a user name and I see ALL the posts this user has made regardless of which forum they were made in. I see all this data on a single screen and the default is reject and deleate.
Number 3 lets me see cross posting and reworded SPAM in a very quick manner. It should also provide a link or drop down to move the user into either the Banned group or Registered group. IN the later case it releases the moderation for this member.
Something else to think about is a global setting for this user based moderation. So in Admin I define say 15 posts for each user which are automatically placed in the moderator post cue and when they post 16 the moderation is no longer in effect. Perhaps a way to overide this global setting on a user by user basis. If it's set to say 15 for the global value and I wan't to place a member into a first 10 or first 20 posts moderation I can thus overide the global setting.

Theres hacks for everything at the moment.
I should really visit vbulletin.org more.
