White bar/cell under user menu

How can I change the color of the white bar/cell which appears immediately below teh user menu (user cp, register, calendar etc).

The same portion where you see the words "Instant Community" on this forum.

Any help is greatly appreacited.

Remove menu_background.gif from the header template. it's in two places.
