"Too Many Connections in admin/db_mysql.php on Line 31.

"There seems to have been a slight problem with the
database. Please try again by pressing the refresh
button in your browser."

What does this mean?

This is the second time in about 10 days that
our forum has gone down.

How does this keep happening again?

What can be done to permanently fix it?

First off, I would shut down your MySQL database, and if you can reboot your server. The maximum number of connections that are allowed to a MySQL database is a configuration parameter that you can change called max_connections. Take a look at the Server Configuration forum for more about this, and if you need help tuning, please feel free to post some information about your server and current configuration and activity and I will be happy to help out.

Why would our host set the maximum number on
our shared server so low?

What would be the risk in setting it higher?
