Russian forum transfered to new server - encoding problem

Hello!
I transfer forum from http://www.forum.svetkidoma.net (http://www.vbulletin.com/link.php?u=http%3A%2F%2Fwww.forum.svetkidoma.net) to another server http://svetka812.ipage.com/forum/ (http://www.vbulletin.com/link.php?u=http%3A%2F%2Fsvetka812.ipage.com%2Fforu m%2F)
Something is wrong with encoding. If you open the second link http://svetka812.ipage.com/forum/ (http://www.vbulletin.com/link.php?u=http%3A%2F%2Fsvetka812.ipage.com%2Fforu m%2F) you will see only ???????????????????? . In phpMyAdmin of new forum DB in tables I can see all texts in Russian just fine. But not in forum site.
Can you help, please?

Double check the following:

In AdminCP, go to your language manager -> HTML Character Set (encoding must be set to windows-1251)
