Re Installing 3.6

I want to install 3.6 version and I don't see the config.php in the upload folder. Thats the first step in the online manual lol.

Can anyone help?

config.php.new. Rename it to config.php

Thats what I'm saying, I don't see that file in the upload folder. Could it be because I downloaded the folder today because its not on my PC anymore and maybe its been updated?
