Email Notifications not working for users

Got a strange problem. Email notifications work great for the administration group, but not at all for registered users or other user groups. I've been through all settings and they are enabled, but they never reach the users, only the administrators. Any suggestions? This is on 3.8.3.

vB uses the server for it's email. If there are problems, then the issue is either with the server itself or on the receiving end.

I'm down to having to look at the email logs now, which I don't have access to, but the other administrator does. If I can or he can, I'll have him post the results found if we can't figure this out.
