I am pretty sure this is the right section but anyways....

is there any way to let users be able to post in a section but not able to see posts in that section except if they were the one who posted it.

Yes, this is a forum/usergroup setting:

Admin CP -> Forums & Moderators -> Forum Permissions -> Edit (appropriate usergroups) -> Can View Others' Threads

can i make it so they can see a thread an admin makes. so we can show applications

There is no specific permission for that. They can either see all threads started by others or none.
