vb as base for "free forum" site?

not sure but you'd need one hell of a server setup i suppose..

well, that's not my top concern at the moment, and i have heard that vb can handle lots of data...

the issue is, can i have normal posters being able to create and administrate their own forum?

Theoretically.

But you're going to have to edit a bunch of routines and add a lot of your own.
