You'd have to figure out first why it loads slowly for them before you can do anything else.

Well let's start with the basics shall we?
What type of hosting do you have?
Shared,VPS,Dedicated,Clustered,Shared Cloud(godaddy, mediatemple), Dedicated Cloud(3Tera)?
Who is your current host?
Is your host an overseller?
Too many sites not enough power to power them (Slow processor, not enough free drive space, too little ram, etc. slow shared mysql database server)?
What is the load on your server?
How many registered users do you have?
What is the average number of users online?
Is your vbulletin install stock, no plugins?
Is your host/server located on a network with dedicated or shared connection
Do you have gzip compression on?
Have you optimized your images if they are not using the default style for vbuletin?
Have you checked the speed of your mysql server, if it's slow your site will be slow?

Sounds like a modsecurity issue to me.
You might want to check your site using yslow for firefox. Several easily fixable errors on your site that might help speed.
There's also this:

There is a thread here somewhere about turning several options off to help speed issues as well.
Lots of ways to speed it up, a bit of searching will reveal them to you. ;)

That's funny, I've had the exact same complaints.
I'm on a Hostgator Shared hosting account.

Try disabling your plugins for awhile and gather feedback from your users on if the performance has increased. There are few plugins that can really affect performance or cause other problems. Especially if it was built for an older version of vbulletin as it probably is not optimized for the latest version if any performance problems have occured since it's last release.

I found this page when searching for a faster way to get my site going after the upgrade. The quick reply is deadly slow. I am on a dedicated server.
