What are the website builders like with some of these hosting websites?

Website builders are online editors for easy WYSIWYG editing.
Here's an example (http://sitebuilder.gigaprosdemo.com/www/index.php) for an online website builder.
However, CMS (like Joomla (http://joomla.com)) are much better & flexible than using a website builder.
On the other hand, website builders are much easier to use than a CMS.
