Take a Snapshot as a Template

I have a vb board I've just configured but that has no posts yet (I still have the board off). If I want to use this configuration as a model for another board that I will make in the future, is it as simple as just:
1. backing everything up (files and db)
2. get another license and install vb for new site
3. restoring this "template" on the new server
3. change domain related settings

I would think that this is the order, but I wanted to make sure before I put the baseline board live.

That's pretty much it. The database is the important thing. Just restore a backup of that database to another installation of vBulletin.
