Usergroup Permissions Not Working After Promotion

I just created a new usergroup and promotion, now all the members that have been promoted are seeing an error message rather than the forum. They can only access private messaging. I've checked all their permissions in their profiles and in the forum permissions manager and the usergroup manager and they are all set correctly.

What is the error message? Which page is showing the error?

It must be a permission problem. For example, if this permission is disabled then users can't access anything:

admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Can View Forum

I have the CMPS installed and I needed to set the permissions in that too.
