Instructions for moving servers are in the online manual here:
http://www.vbulletin.com/docs/html/moving_servers
Note: The only reliable method of backing up and restoring a database is with shell access via telnet or ssh. This is because backing up with a PHP script like that in the Admin CP or phpMyAdmin can result in PHP timeouts errors and an incomplete backup file. Please see the instructions here:
Backup:
http://www.vbulletin.com/docs/html/maintenance_ssh_backup
Restore:
http://www.vbulletin.com/docs/html/maintenance_ssh_restore
P.S. If you do not have telnet or SSH access, some people have reported success with these scripts:
MySQLDumper:
http://www.mysqldumper.de/en/index.php
MySQLHotxcopy:
http://www.vbulletin.com/forum/showthread.php?t=134821&highlight=mysqlhotcopy
Bigdump (restore only):

Simply ask your host & they can do the transfer for you.

Many hosts would transfer the site for you, especially if both old and new hosts are cpanel based. Talk to your new host to see if they can help. It is just a matter of few clicks for the new host, if both are cpanel based.
Steve Machol gave you the instructions for manual transfer. Basically you have to back up and move both files and database and restore, along with required edits for mysql parameters and file permission changes if any.
