Banned Users after Import

New import into new 3.8 VB.
Source - phpBB2 - 2.0.23
Target - vBulletin 3.8.0
Module - N/A

Imported a phpbb2 forum into vb3.8 new install. Then deleted the imported uses so they went to registered users. Everyone included myself as admin, if you now go to the site as not logged in you get "You have been banned for no reason. Date the ban will be lifted: Never".

The only way into the vb 3.8 is via the admincp when everything works as normal. Log out and you instantly get the banned message. I have tried this with Firefox, IE and Opera with cleared browser caches, and cookies.

Permissions

Checked the permissions of all groups and forums after the import

Forum cache

Rebuilt the forum cache from forum manager and saved the display.

Updated the Threads and Forums counters after the import.

Maintenance > Update Counters > Rebuild Thread Information
Maintenance > Update Counters > Rebuild Forum Information

The default forum after the install of 3.8 was deleted before importing.

Also checked Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup

Search index

Rebuilt the search index from
Maintenance > Update Counters > Rebuild Search Index

Finally removed the ImpEx files

The permission "This is NOT a banned usergroup" is set to No. It needs to be set to Yes.

Usergroups -> Usergroup Manager.

This actually happens quite commonly with phpBB imports.
