Do your members have to register again when you upgrade your sites?
No, not at all. Any upgrade from any earlier version of vb (even the old 2.x series) will maintain the member list in full.

I think there's a professional installation service that you pay for, other than that the site owner can do it with his licence details.
If your site is unmodified though, it's really really simple.

I'm trying to figuire out how to do it myself but it may take me a while. Any tips would be appreciated

Really is not difficult.
The installation instructions are straight forward.
You will need to set up a database with a username and password.
Edit the config file.
Your host should be able to help you with it.
You really should try to install it yourself.
If you run into problems you can probably search and find the answer.
Edit: I didn't realize you were upgrading. Would help if I read your entire post.
You will need to revert and edit your templates though.
