I see that vB 3.8 is now available and I wanted to convert over from SMF 1.1.4 to a new install of vB 3.8. Is Impex updated and ready to import?

Yes, download the latest version of Impex. It has been updated.

I did the import and tried logging in as a few different members and the passwords do not work.

I checked in phpAdmin and notice that they are different between the 2 databases, how do I fix this?

The password hash will be different as vBulletin salts the password.

If the SMF ones aren't in plain MD5 then this is the option :
