1. If I dont have a .com domain to attach to the forum after i've bought it will there be like a temporary one i can use from vb?

No. Jelsoft don't actually host your forum, so your forum's address will be whatever your site's address is and what not. If you don't have webspace, well, you need it to run vBulletin. If you don't have a domain and are going on a free host, I'd recommend to get a paid host, but vBulletin can still be run if said host meets the requirements to run vBulletin.

webhost = $7+ a month

Need both to run a vBulletin forum, unless you're going to run it on your home PC and trust your cable internet to handle your website.
