Customizing vBulletin to a Q&A Forum

Is there a way to customize vBulletin so that it resembles the functionality of Yahoo Answers? Basically, it needs to allow people to post a question (a new thread I suppose) so that the community can answer them.

There is a custom mod at vBulletin.org that allows you to make forums for solving questions. When it is solved, you can mark it as "Solved" or "Completed".
